Your blessed spirit taught me patience, gentleness, honor, truthfulness and to always stand upright! Frank was one of the best neighbors ever.  He was always there, helping before he was asked.  You will be missed.

My Dad, the best Dad ever a girl could have. I had the greatest childhood ever. Dad was a great provider who took great care of his family. Thank you Dad for your love, which I now know was the love of God. You are a man of quiet strength, a man of great principles and morals that I know was taught to you by your parents and God. Dad I often compared you to Dr Martin Luther King that is how awesome you were, sorry I never told you that. I will always remember the pleasure of working with him in the FMCS L.A. office because Frank the mediator was also kind, good humored and had a distinctive style about him.

When I think of Frank, I will always remember him fondly.  He taught me many things at FMCS and I told him once that I thought he reminded me of my dad who had passed away prior to me coming to the agency. Whether it was at the office or in the field on some multi-mediator activity, I can still see his smile and remember his laugh. He will live on in our minds and hearts.

This is for my father figure of the majority of my life. My Grandfather was the best most warm hearted, charismatic, joyful, person I knew! He taught me most to all of the foundations of living I'm accustom to today. I swear he was the greatest man I knew. Just recently seeing him a week ago, and throughout most of my summer, made me so happy, to realize that this man, my grandfather is still in my life. He never once told me ""no"", never once heard him curse a day in my life, the most Christian based person I know to love. Lord knows your in a better place, I know you'll watch over me and our family, and I know I will look up to you for guidance. My grandmother, his wife loved him with all of her heart never missed a day that she couldn't make to see him which was everyday. I just know you lived a very great life and I'm so very blessed you were placed in mine. I love you Grandpa!

Frank Allen, a name that commanded great respect, both within our agency and the labor-management community he served.  He was my mentor and my friend.  Frank was a superb mediator who exceeded all expectations of what a federal mediator should be.  His fine work was never about him; it was always about the parties.  That is why he was always the mediator of choice for many in the labor-management community.  What a wonderful example he set for all of us.  Thank you, Frank, for helping so many of us learn and grow.  Although we can never be Frank Allen, we are all better because you were you.  May you rest in peace.

I had the great pleasure of working with Frank Allen at the Los Angeles Field Office as well as the Glendale Field Office.  He was a great mediator and I will always remember his way of greeting you and it was ""Top of the Morning"".  To this very day whenever I hear that I always think of him.

Nelson and I are so sorry for your loss Minnie. Frank was such a wonderful, gentle kind man. He will be missed.
My best memories of Frank was coming over and just relaxing and watching Frank do his magic with his Smoker, and watching him play Dominos.

Frank Allen was what a really good mediator should be, a good and well respected citizen of the Labor-management community who was well aware of how each of the players fit in that community. He was not overtly aggressive nor was he diffident, he was just a good “fit” in every situation he entered. There are thousands of people in the community whose continued success is traceable to Frank's talents as a peacemaker. His talent rubbed off on generations of his colleagues who were smart enough to model themselves in his image. He knew the levers of power in the community and when and if they could add value to solutions. Contrary to many of  his FMCS colleagues the personal pronoun “I” rarely escaped his lips. He gave definition to the terms gentleman and mediator. He elevated the FMCS and all of us who served in it.

To the Allen Family:  
For dad to live was Christ and to die is His gain because he is with the Father now.  I love you all and I am there in spirit.

Mere words do not adequately describe Frank Allen.  He was kind, professional, caring, a survivor and a gentleman.  I will always treasure my memories of his welcoming guidance when I joined the proud ranks of the Federal Mediation and Conciliation Service.  A pride that was in large part established and protected by Commissioner Frank Allen.  Rest in peace my friend.
