Victor Kuo

Victor Kuo was born in Los Angeles, California on October 28, 1970 to Moses and Mary Kuo and passed away on June 18, 2020 in Seattle, Washington. He married Annie Chanpong from Houston, Texas and was the proud father of Vivian Pearl Kuo. He greatly admired his older sister, Mercy Kuo. Victor attended public schools in Anaheim, California and graduated from Pomona College (B.A. 1992), Columbia Teachers College (M.A. 1993), and Stanford University (Ph.D. 1999). He felt most fulfilled as a public school teacher and pursued a career in philanthropy.

Dr. Kuo was a consultant, researcher, and evaluator who aided philanthropic foundations and social purpose organizations in measuring their social impact. He most recently held the position of Executive Director of Institutional Effectiveness at Seattle Colleges which serves 45,000 students and is the largest community college system in Washington State. Widely regarded as a leading authority on education and philanthropy evaluation, he traveled extensively to Greater China and was lead researcher for the Global Chinese Philanthropy Initiative. Victor founded VK Global Advising and led projects in strategic planning, evaluation, and organizational development. He held previous roles with FSG Social Impact Advisors, the Bill & Melinda Gates Foundation, and the David & Lucile Packard Foundation. He consulted on evaluation projects in early childhood education, K-12 education, post-secondary education, conservation and the environment, arts and culture, health, and civil society.

Victor served as Vice Chair on the Board of Directors of the Institute for Higher Education Policy, and was on the Board of Directors of the American Evaluation Association and Asian Pacific Islander American Scholarship Fund. He was also on the Advisory Board of Great Nonprofits. As a born-again Christian, Victor’s beliefs and values were grounded in the Bible, the living word of God. The following verses guided his living and expressed the testimony of Jesus in his humanity and care for others: Matthew 5:9, Philippians 3:8, 13, and 4:6.
